



Shirley Y. Millay, Financial Administrator
All AACS fiscal operations are conducted through a Financial Department headed by Shirley Y. Millay, Financial Administrator. The independent accounting firm which audits and reports to the AACS Board and grantors is Alexander and Company, Owensboro. The federal Department of Health and Human Services is the AACS' "cognizant agency;" that is, DHHS is the agency to which the AACS is directly accountable (under the Office of Management and Budget "A-122" management requirements for non-profit federal grantees). As cognizant agency, DHHS serves as the "lead agency" for monitoring AACS agency-wide fiscal affairs. The AACS negotiates its administrative overhead ("indirect costs") funding through DHHS and is accountable to DHHS for its annual organization-wide audit. In addition, the AACS is directly accountable to each grantor for its grant awards and funding to the agency. And while the AACS is an IRS-approved "501(c)(3) tax-exempt non-profit agency it is also designated as a "special district" under the laws of the Commonwealth of Kentucky. As a special district, the AACS must also make an annual reporting to each of the county "Fiscal Courts" in its designated service area and file copies of that report with each county clerk. In addition, a summary is published in the area's leading newspapers for public review and a comprehensive Annual Report is published and disseminated as broadly as possible.

Wendell
Ford is Kentucky's senior Senator. Prior to his election to the U.S. Senate,
he was Governor of Kentucky. He is also a past president of the United States
Jaycees. He is a resident of Owensboro, and it's favorite son. His Senate

McConnell is a resident of Louisville, where he previously served as Jefferson
County Judge/Executive. His wife, Elaine Chao, is the immediate past head

Ed
Whitfield represents the First Congressional District of Kentucky. He is a
resident of Hopkinsville, which is served by the AACS' Head Start, preschool,
and child care programs. He represents fourteen of the sixteen counties
directly served by the AACS. Rep. Whitfield won the 1994 general election
to earn his first term of service in the U.S. House of Representatives. His

Ron
Lewis represents the Second Congressional District of Kentucky. He is a resident
of Cecilia, which is near Elizabethtown and about a ninety minute drive east
of Owensboro. His Congressional District included two AACS counties, Hancock
and Daviess--which includes Owensboro, the AACS headquarters city and Kentucky's
third largest city. Rep. Lewis won a special election to succeed Rep. William
H. Natcher following his death. He subsequently won the 1994 general election
