    Fiscal Operations

All AACS fiscal operations are conducted through a Financial Department headed by Shirley Y. Millay, Financial Administrator. The independent accounting firm which audits and reports to the AACS Board and grantors is Alexander and Company, Owensboro. The federal Department of Health and Human Services is the AACS' "cognizant agency;" that is, DHHS is the agency to which the AACS is directly accountable (under the Office of Management and Budget "A-122" management requirements for non-profit federal grantees). As cognizant agency, DHHS serves as the "lead agency" for monitoring AACS agency-wide fiscal affairs. The AACS negotiates its administrative overhead ("indirect costs") funding through DHHS and is accountable to DHHS for its annual organization-wide audit. In addition, the AACS is directly accountable to each grantor for its grant awards and funding to the agency. And while the AACS is an IRS-approved "501(c)(3) tax-exempt non-profit agency it is also designated as a "special district" under the laws of the Commonwealth of Kentucky. As a special district, the AACS must also make an annual reporting to each of the county "Fiscal Courts" in its designated service area and file copies of that report with each county clerk. In addition, a summary is published in the area's leading newspapers for public review and a comprehensive Annual Report is published and disseminated as broadly as possible.

The AACS Web site is dedicated to the memory of

    The Honorable William H. Natcher

    (Photo of William H. Natcher)

Our beloved friend, United States Representative William H. Natcher, 1909-1994, represented the Second Congressional District of Kentucky 1954-1994. No citizen of these United States could ever have more proudly called any Representative in Congress his/her own than could we, his loyal constituents in the Second District of Kentucky. He was one of the most extraordinary men of our times. He was the greatest man many of his fellow Kentuckians ever had the honor to know, personally meet, and share this life-time and place. Rep. Natcher rose to the high office of Chairman in the Appropriations Committee of the United States House of Representatives, that body of government which he loved, honored, and served so well. He reflected credit upon everyone with whom, and everything with which, he was associated. Mr. Natcher died March 30, 1994. His funeral, April 6, 1994, in Bowling Green, Kentucky, was attended by 1,200 mourners, including the President of the United States, the Governor of Kentucky, and the Speaker of the U.S. House of Representatives. Mr. Natcher is buried along with his beloved wife, Virginia, in Fairview Cemetery, Bowling Green. His memory will long be cherished.
