The Low-Income Home Energy Assistance Program (LIHEAP) Fall subsidy enrollment will begin on November 3, 2025 and run through December 12, 2025 or until funds are depleted. The Winter crisis program will run from January 5, 2026 to March 2026 or until funds are depleted.
The Low-Income Home Energy Assistance Program (LIHEAP) Fall Subsidy is designed to help offset the cost of home heating across various fuel types, including Electric, Natural Gas, Propane, Coal, Wood, and Fuel Oil. Fall Subsidy DOES NOT require a disconnect notice, a past due bill or eviction notices. The Subsidy benefit can be applied as a credit on your account. Assistance received during previous LIHEAP components does not affect household’s eligibility
The Winter Crisis program provides assistance to eligible households who are facing a home heating emergency, such as imminent loss of heat, low fuel supply, or eviction. For electric and natural gas benefits, households must provide a disconnect/past due notice, lease and eviction notice (if heat is included in rent), or a statement showing 10 or fewer days of pre-paid electricity left. Crisis benefits cover the minimum needed to alleviate the crisis, up to the maximum benefit. Households can reapply until they reach their maximum benefit.
Applications will be accepted during the enrollment period, or until designated funds are depleted on a first-come, first-serve basis. Income eligibility for the program is up to and including 150% of the Federal Poverty Guidelines.
Eligible households can apply for a one-time benefit depending on housing category, fuel type, and income level to offset the cost of their household’s home heating costs. The benefits are paid directly to the household's energy vendor. Interested households should contact their local Community Action Agency office to apply.

Community Action Kentucky administers LIHEAP in partnership with the Kentucky Cabinet for Health and Family Services who receive the funding as a pass-through block grant from the U.S. Department of Health and Human Services.
