Low-Income Home Energy Assistance Program (LIHEAP) Summer Subsidy Cooling Program
Low-Income Home Energy Assistance Program (LIHEAP) Summer Subsidy Cooling Component will accept applications from – , on a first-come, first-served basis, or until funds are depleted for a one-time electric benefit.
LIHEAP Summer Subsidy is designed to help households with income up to and including 150 percent of the Federal Poverty Guidelines to receive benefits. It provides a one-time electric benefit paid directly to the household’s electric vendor.

Interested households should contact your county’s Audubon Area Community Services office to apply.
Eligibility Requirements
Households must meet program eligibility criteria, including income limits, to qualify for assistance.
Applicants are required to provide the following documentation at the time of application:

Proof of Social Security Number or Permanent Residence card (Green Card) for each member of the household.

Proof of income for all household members from the preceding month.

Most current electric bill, a statement from your landlord if electric is included in your rent, or a statement from utility company if you participate in a Pre-Pay Electric Program.

The account number and name on the account for main heating fuel sources and electric bill.
Summer Subsidy does not require a disconnect notice, a past due bill, or eviction notice. The Subsidy benefit can be applied as a credit on your account. Assistance received during previous LIHEAP components does not affect household’s eligibility.
Community Action Kentucky administers the Low-Income Home Energy Assistance Program (LIHEAP) in partnership with the Kentucky Cabinet for Health and Family Services, which receives funding as a pass-through block grant from the U.S. Department of Health and Human Services. Weatherization Services
The Weatherization Assistance Program works to improve the energy efficiency of low-income households. With the goal of lowering utility bill costs for the resident, trained inspectors evaluate and identify air infiltration inside of the home to determine how to correct heating and cooling losses.
Necessary work can include installing insulation, sealing the exterior, repairing duct work and evaluating heating equipment to determine if it needs repairing or replacing.
Who Can Apply:
- Applicants must be in Daviess, Hancock, Henderson, McLean, Ohio, Union or Webster counties.
- Must meet income limits.
Eligibility:
- Households with income at or below 200% of the poverty guidelines.
- Families receiving Supplemental Security Income.
- Income limits apply. Total household income must be at or below 200% of the federal poverty guidelines.
- If the household contains a member who has received SSI or KTAP at any time during the twelve (12) month period preceding the determination of eligibility, the applicant is categorically eligible.
